The NSW Community Resilience and Response Plan (COMPLAN) aims to maintain and promote community harmony. The plan builds community resilience by equipping NSW to prevent, respond to and recover from threats to community harmony.

About COMPLAN
COMPLAN (the Plan) is a whole-of-government approach to preventing and managing community harmony risks.
The Plan facilitates the coordination, analysis of and response to, insights identified by NSW agencies. This information is collected through incident reporting, community engagement and advisory networks, community sentiment analysis, social media monitoring, environmental scanning, social cohesion mapping and other agency capabilities.
The COMPLAN Committee met throughout the COVID-19 pandemic to share information and resources about experiences of racism, including racist scapegoating, racist conspiracies and disinformation. COMPLAN reporting resulted in government grants to fund support and information programs for communities.
COMPLAN was activated in response to the 2019 Christchurch terror attack in New Zealand to coordinate information and resources to support affected communities in NSW.
Chaired by Multicultural NSW, the COMPLAN Committee has representatives from:
- NSW Police Force
- Anti-Discrimination NSW
- Department of Education
- Department of Communities and Justice (Office of Community Safety and Cohesion)
- NSW Health
- Resilience NSW
- Local Government NSW
- Multicultural NSW.
Other agencies join COMPLAN Committee meetings as needed to advise on matters relevant to their portfolios.
The senior officers’ committee handles the oversight and implementation of COMPLAN across the phases of preparedness, prevention, response and recovery.
COMPLAN is established under the Multicultural NSW Act 2000, authorising Multicultural NSW to provide a single coordination point for integrated responses to issues associated with cultural diversity.
